Insurrection Analysis Guide
This booklet contains key definitions and analytical guides applicable to any insurgency. Analysts with knowledge of the political, military, and socioeconomic characteristics of a given insurgency find these definitions and frameworks helpful in evaluating the major components of the conflict.
Among other things, this handbook is designed to help conduct a network assessment of the overall state or progress of a specific conflict. Objectives Insurrection is a long-standing politico-military activity directed towards, in whole or in part, control of a country's resources through the irregular use of military forces and illegal political organizations. Insurgent activity—including guerrilla warfare, terrorism, political mobilization, for example, propaganda, recruitment, front and covert party organization and international tan- ty—is designed to weaken government control and di legitimacy, while the insurgents rise to control and legitimacy. The common denominator of most rebel groups is their desire for control of a particular area.
This goal differs from rebel groups purely terrorist organizations, whose goals do not include the creation of an alternative government capable of controlling a particular country or area.
Most rebel groups have the same intermediate goals, intended to enable them to achieve eventual domination of a country.
Although both military and political means are used to achieve these intermediate goals, the goals themselves are essentially political: ?
Limit the capacity of the government and enhance the capacity of the insurgents to provide public services. ?
Gain support or neutrality from critical segments of the population. ?
Insulate the government from international diplomats and material support and increase international support for the insurgents. ?
Increase the national and international legitimacy of the insurgent organization at the expense of the government. ?
Destroy the trust that government leaders and cadres, causing them to resign or withdraw. ?

Successful uprisings usually go through a few stages of development.
Not all insurrections, however, experience every stage; the sequence cannot be the same in all cases; and the evolution of each stage can extend over a long period of time. An insurrection could take decades to start, mature, and finally succeed. The stages of an insurgency are: Preinsurgency Leadership emerges in response to domes - Minimal. tics grievances or outside influences.

Stages of an Insurgency Approved For Release 2011/01/20: CIA-RDP87TO1127R000300220005-6 Approved For Release 2011/01/20: CIA-RDP87T01127R000300220005-6 Types of Insurgency Insurgencies typically fall into one of four categories—politically organized , militarily organized, traditionally organized, or urban—although some insurrections have characteristics of more than one type. The definition of quality, in each category, the organizational strategy group. Differences in organization - the approach, in turn, produce differences in the military strategies and policies employed by insurgents at the international, national, regional, provincial and village levels of conflict. Organizational strategy is primarily determined by the environment operating group and the training of its leaders. The operating environment includes the sociocultural makeup of the target population; economic, political, geographical and characteristics of the intervention area; the insurgents' initial strength; the role of external subjects; and governance capacity. These factors often override the training and ideology as a determining factor of successful insurrections strategy; guerrillas who cannot adjust their strategy to suit local conditions rarely survive. Many politically, militarily, and traditionally organized insurgencies have urban components despite their rural concentration. Cadre insurgents often have strong ties to the city, and many opposition leaders have attempted city riots before adopting rural strategies. An urban component aids the rural insurgency by tying up government forces and providing financial resources, intelligence and logistical services. Additionally, "armed propaganda" insurgents in urban areas usually receives better media coverage than that perpetrated in the countryside. Outbreaks of different types can occur simultaneously within the same country. However, differences in organizational strategy, as well as differences in ideology, motivation, leadership, and background cadres, make unification of occurrences of different types difficult. Approved For Release 2011/01/20: CIA-RDP87TO1127R000300220005-6 Approved For Release 2011/01/20: CIA-RDP87T01127R000300220005-6 Incipient Insurgency The concept incipient insurgency—which encompasses the preinsurgency and organizational phases of an insurgent conflict—si refers to situations ranging from those in which subversive activity by a rudimentary insurgent group, but is a potential threat to those in which antigovernment incidents occur frequently and display organization and forethought. Still, not all incipient insurrections pose a serious challenge to a government. Determine which evolution insurrections, constitute a serious threat involves assessing a number of signs associated with the development of an insurrection. A revolutionary group seeking to mount an insurrection must, at a minimum, build an organization, recruit and train people, buy supplies, and convey goals and beliefs. One may also choose to incite riots or work stoppages, infiltrate the legitimate political apparatus, and engage in terrorism, the more numerous the signs that a group is engaging in these activities, and the greater the magnitude of each sign, the more serious is the threat. More alarming signs—what would almost certainly be the beginning nings of a major insurgent threat—involve substantial foreign assistance, either from governments or experienced insurgents; rich in guerrilla warfare and training; acquiring large amounts of guerrilla resources and creating an organization (with both a political and military arm) capable of increasing its membership. The signs associated with the development of an insurrection fall into the following six categories: Organization and Recruitment: ? Sudden departure of large numbers of young or qualified people for some form of training or indoctrination. ? The defection of a substantial number of members, especially leaders, from one political party or organization to a more radical party. ? Ideological measurable increase in proselytism in rural areas. ? Increase in "visitors" from proinsurgency countries or return of exiles. ? The relationships of "cells" in urban areas. ? Press "leaks" guerrilla plans or programs to change the country. Their ideology will be well developed, and their goals will be well defined, achievable, and reflect long-term planning. Training: ? Reports of people who, weapons training or private military identification, training locations. ? Reports of people who have received training outside the country or travel to countries sympathetic to the insurgents. Asset Acquisition: ? The discovery of weapons and war material caches, collections of police uniforms or military clothing, stockpiles of explosives. ? Evidence of multiple gun thefts. ? Evidence that a group has access to or has stolen special or sophisticated equipment, for example, multiple thefts of amateur band portable VHF/UHF radio transceivers, directional antennas, cassette recorders, calculators, typewriters and printing presses. ? Evidence of robberies, kidnappings ransoms, narcotics income, or racketeering linked to a radical group. Outside support: ? Evidence of money, training, weapons and material supplied by foreign governments. ? Evidence of foreign assistance or cooperation with rebel groups. Popular support: ? Evidence that the insurgents have connections to legitimate political groups-parties, trade unions, the church. ? Coverage growth average of insurgent activities. ? Evidence that the number of sympathizers is growing—for example, people who are not formal members but support demonstrations. ? Indications that the rebels are increasingly sensitive to public attitudes and reactions. Emergence of radical violence, including bombings and attacks on government personnel and buildings, of essential utilities, symbolic destinations or foreign property. ? Reports of infiltration into government, trade unions, political parties. ? Overzealous support of land reform, including non-government-sponsored expropriation of land or the establishment of squatters' encampments. ? Sightings of armed people in rural areas. ? Report meetings where discussions center of violence initiative. ? The discovery of the ability to produce counterfeit documents. ? The assassination of authority figures or religious leaders. ? Violence in foreign countries directed against the country's diplomatic community of concern. ? The production and circulation of large amounts of radical propaganda. ? Establishment facing organizations. The ability to measure or assess who has control over an area and its population—the insurgents or the government—is an important element in an insurgency or counterinsurgency effort. Who is in control is determined not only by who has the most guns and firepower, but especially by who has the most sympathizers—informants, food purveyors, messengers, and taxpayers—and committed supporters—cadres, i soldiers, tax collectors, and "risk takers". The support of the people is critical to the survival of the insurgents who depend on them for food, shelter, recruits, and intelligence. The government's challenge is to regain the loyalty of a population already alienated by government failures to address grassroots grievances. Poor farmers and peasants are, however, rarely motivated by abstractions or vague promises. Their willingness to provide support hinges on concrete, incentives, material benefits or demonstrable threats. Three factors, attitudes, the organization and security are critical to establishing control. One is better able to analyze the contest for control by answering several questions related to each of these factors. Approved For Release 2011/01/20: CIA-RDP87T01127R000300220005-6 Approved For Release 2011/01/20: CIA-RDP87TO1127R000300220005-6 Attitudes Neither the government nor the rebels can control an area without sympathetic support from part of the population community, including at least a small nucleus of risk-taking individuals. Favorable attitudes among the local population: ? Is the rural population very receptive to government and propaganda insurgents? ? Are acts of government/guerrilla repression and terrorism perceived locally as indiscriminate or discriminate? ? Are government and guerrilla combat operations solely military goals? Or, do combat operations take into account the psychological and political impact on the local population? ? Are there government and political insurgents that peasants deem particularly unfair? Ability to motivate individuals to take risks: ? Are they local government officials/guerrilla leaders, mostly from the local population, or are they foreigners? ? They are civilian militia/guerrilla bands made up mostly of local residents, or are they foreigners? ? What percentage of households in a community are members of the local civilian militia? Organization The organizational skills exhibited by each side, at the local level, are vital for mobilizing and utilizing local resources, organizing propaganda activities, and ensuring the effectiveness of local security forces. Capacity of organizations to mobilize and organize locally: ? Do villagers participate in government - or do insurgents sponsored by civilian activities? Is participation voluntary? ? Are local government and insurgent leaders dynamic personalities capable of injecting vigor into their organizations? Does membership in government and insurgent organizations provide an opportunity for upward mobility or economic reward? ? Do government or guerilla recruitment programs significantly improve employment opportunities locally? ? Are public services perceived locally as adequate? Or, are there widespread complaints condemning bureaucratic incompetence, redtape, or corruption? ? Is the rural population supporting the government and the insurgents de- signed programs for its benefit (such as land reform, rent, cooperatives and credit)? Ability of organizations to exploit local resources, ? How successful are the government officials/insurgents in collecting taxes and receiving services and recruiting the local population? ? Do government officials/insurgent leaders implement inflexible national government/insurgent directives or adapt to local conditions? Security It is essential that each side be able to protect its local political apparatus, cadres, supporters of enemy forces and assassins. Failure to perform this function is usually accompanied by a breakdown of morale and discipline, and occasionally by a complete breakdown of the whole organization. Ability to protect supporters and local people: ? Do government and guerrilla forces adequately protect local supporters on a 24 hour basis? ? Make a national army" or avoid contact with the enemy? ? Do government and guerrilla forces have an effective intelligence network at the local level? ? How governed by government/insurgent fighting forces? Do they usually recover the weapons and bodies of fallen comrades before retreating? ? Are local government/insurgent forces capable of executing coordinated attacks against nearby enemy strengths? An analysis of historical cases indicates that a common pattern of behavior and events characterizes the defeat of a government fighting an insurgency. This model consists of four categories of developments: ? Progressive withdrawal of internal support measures for the government. ? Gradual withdrawal of government support. ? The progressive loss of government control over the population and territory. ? The progressive loss of government coercive power. These categories comprise a total of 14 interdependent and mutually reinforcing indicators of potential insurgents to win. Historically, indicators have not appeared in any single order. Furthermore, while no single indicator can be considered conclusive evidence of insurgent victory, every indicator that does not need to be present for a government defeat is ongoing. While the indicators are designed to identify a progression of events and manifestations typical of the final stages of a successful insurgency, this progression is not inevitable. Effective government countermeasures can block the evolution of an insurgency and shift its momentum. Withdrawal of support from specific crucial segments of the population. ? Growing popular perception of the regime's illegitimacy. ? Popular perception of insurgents as nationalist leaders. ? Insurgents co-opting, integrating or deleting other major opposition groups to the government. Progressive withdrawal of international support for the government: ? The withdrawal of foreign support from specific Allied criticisms. ? Increase international support for the insurgents. The progressive loss of government control over population and territory: ? Significant expansion of territory under insurgent control. ? Escalation of guerrilla/terrorist violence. ? Increasing government failure to protect attack supporters/officials. ? National economy increasingly weakened by the activities of the insurgents. The progressive loss of government coercive power: ? Military plots or coups against the government. ? Armies and guerrilla forces multiplying in size. ? Lack of sufficient government counterinsurgency troops. ? I take the power-sharing negotiation with the rebels seriously. A country faces or soon may face an insurrection. Is it possible that your government, the wages of a successful counterinsurgency campaign? What variables need to be evaluated? At least 14 factors—seven military and seven nonmilitary means—are critical to a government counterinsurgency effort. Virtually all of these factors influence popular support for the government's cause. They also affect the government's ability to employ the various combinations of persuasion and coercion that are essential to counterinsurgency success. The degree of professionalism that characterizes a country, military strength. ? Tactics and strategy. The ability of counterinsurgent forces to employ the various unconventional strategies and tactics necessary to combat revolt cre- ated in the field, tactics that deemphasize the concentration of forces and firepower and emphasize constant patrolling by many small, lightly armed drives supported by larger backup forces. ? Military intelligence. The military intelligence capability, apparatus to collect, analyze and exploit personal guerrilla intelligence qualities, modus operandi and locations, not only arisen in order of battle. ? Conduct and discipline troop. The quality of the relationship between soldiers deployed in the field and the surrounding population. ? Air and naval operations. The quality of naval and air support for government ground counterinsurgency forces—for example, fire support, reconnaissance, supply, transport, medevac. ? Civil-military relations. The ability of civilian authorities to influence military operations, particularly with regard to proper consideration for political objectives. ? popular militias. A government the ability to establish and maintain a people's militia to help regular forces maintain security. Non-military means factors: ? Police operations. The ability of the police to maintain law and order and to implement population and resource-control programs. ? Civil intelligence. The ability of civilian and police intelligence agencies to collect, coordinate, evaluate and exploit the intelligence on the insurgents and their military policy/activities. ? Psychological operations. The qualities of a government's psychological warfare effort - fare, information and media activities, and its ability to promote its cause domestically and internationally. ? The unified management of counterinsurgency. The government's ability to establish an organizational structure capable of coordinating a coherent counterinsurgency campaign. Political framework. Does the overall policy shape and appeal to the government and the validity of its claim that it is a legitimate expression of the aspirations of the people and the country, traditions and ethics. ? Improvement of rural conditions and administration. The government's ability to implement the necessary programs and reforms to gain tacit popular consent and support for the government's efforts against the rebels. ? The legal reform. The government's ability to implement and administer special laws and regulations specifically designed to counter and suppress insurgency. Analyzing the progress of an insurgency—that is, conducting a sharp assessment—involves a careful assessment of the key factors that determine the protagonist's advantage and why. It requires a clear understanding of conflict setting and origins, an appreciation of each side's strategy for victory, and an evaluation of each political and military side, capabilities and performance in light of their strategy. The definitions and other analytic frameworks contained in this guide array the building block of knowledge needed to make an overall assessment.
